The Institute for Small-Scale Industries was established on March 2, 1966 through a bilateral agreement between the Republic of the Philippines and the Kingdom of the Netherlands. Its principal objective then as now was to assist and promote the development and growth of the small scale industrial sector in the Philippines. Originally set up as the training institute for the Philippine small industries, it gradually built up its capabilities and expanded its activities to include research, extension, and information programs. On August 4, 1969, the Institute was established through Republic Act No. 6041 as a research and extension unit of the University of the Philippines.
The Institute had its permanent home with the completion of the four-story E. Virata Hall in 1976. From then, UP ISSI conducted several consultancy training courses, seminars, technical studies in the field of medium and small-scale industries with emphasis on Philippine industries. Director III, Department of Trade and Industry - bureau of Small and Medium enterprise Development It was a pleasure to have partnered with UP ISSI in the implementation of the PH-led ASEAN Internship Project for SMEs.
The Institute’s expertise in entrepreneurship promotion has greatly contributed to the timely execution and completion of the project which aims to address ASEAN SME’s need for greater information, skills, and technology exchange to raise the sector’s productivity and competitiveness. The DTI - BSMED and UP ISSI partnership is an affirmation of our shared commitment to advance greater cooperation towards achieving the goals of the ASEAN Economic Community. President, Small Enterprises Research and Development foundation, Inc. (SERDEF) In 1966, when the nation was steeped in the think-big mentality, the UP Institute for Small-Scale Industries (UP ISSI) blazed the trails for the “small-is-beautiful” movement.
Ten years later, the leadership of the UP ISSI itself put up the Small Enterprises Research and Development Foundation (SERDEF) to provide the private sector thrust to the growing SME advocacy. Soon after, small enterprises became a national movement and eventually the center of national development plans. Thus, when one speaks of the UP ISSI in the context of SME development, one thinks of the SERDEF in the same breath. Theirs has been a vibrant partnership that has given rise to various pioneering and innovative strategies and programs to benefit small entrepreneurs. Today, even as SERDEF has made inroads in its efforts to build a separate identity for itself, it commits to steadfastly support UP ISSI’s programs and activities in developing an enterprising society and helping SMEs flourish. Vice-President, Community Health Education Emergency Rescue Services, Inc.
I'm so glad [I enrolled] in the Advanced Leadership and Management Course (ALMA). [There was] a lot of things to learn in a short period of time. After ten productive meetings I'm a better manager, leader, entrepreneur now with the tips and practical measures that were never before discussed in my quest for knowledge on entrepreneurship.
Our company CHEERS was born out of our passion to educate people to save lives. I was able to find our niche market through our life-long skills learning here in UP ISSI. I highly recommend ALMA to all.
Trade and Industry Development Specialist Department of Trade and Industry Leyte Provincial Office 'Significant partner in 'pioneering, innovating and entrepreneuring' Thank you for a great five-day training. Thank you, [Department of Trade and Industry - Human Resource and Administrative Services] for filling in the gaps to meet the competency standards. Thank you, UP ISSI, for being a significant partner in 'pioneering, innovating and entrepreneuring”. The business counseling can’t be perfected in five days. But at least we know now where and how to start, and we shall start now. That is the challenge that everyone of us shall take.
Trade and Industry Development Specialist, Department of Trade and Industry Regional Office V 'Deepest gratitude' On behalf of all the [Small Business Counselors Course] participants for this batch, from [the Department of Trade and Industry] Regional Office and [the] provincial offices of [the] Bicol Region, we would like to extend our deepest gratitude to the following persons who made [this training] a successful run: our respected regional director, Engr. Blanco, our assistant regional director, Mr. Rodrigo Aguilar, UP ISSI representatives, our resource speakers, our evaluators, DTI [Human Resource and Administrative Service], and DTI Regional Office V [Administrative and Finance Management Division]. Information Officer III, Department of Trade and Industry - Region VII 'Knowledge gained not only applicable at work but also in life' On behalf of my batch mates, thank you to [UP ISSI, Department of Trade and Industry - Human Resource and Administrative Services, our resource speakers from Day One to Day Three and our evaluators] for capacitating us and upgrading our knowledge in business counseling.
I have learned a lot on assessing organizational performance, diagnosing, problem solving and output analysis. I have realized that business counseling can be interesting and would like to learn more. If there are any related courses, I hope I can be among the participants. I would definitely recommend this course to all [Negosyo Center] counselors and DTI employees. Knowledge gained in this course is not only applicable in a work environment.
It can also be applied in our personal life. I would also like to take this opportunity to thank my fellow participants for their presence and for sharing their experiences. Salamat [thank you] and congratulations to us all. Chief Operating Officer, Signrays Advertising, Inc.
'Answer to my prayers' When I heard about UP ISSI’s 113th Manager’s Course and read the program overview, I found the answer to my prayers about bringing our family business into the next level. Each Saturday was a rich learning experience from experts in various fields. Our group activities, case workshops, fieldwork, and business game culminating activity were valuable tools that provided unique experiential knowledge and enhanced our interpersonal skills. They also created bonds of friendship and business linkages among our class. All in all, the course was much more than I expected. And I am thankful for the opportunity to have taken part in it.
We are deeply grateful to the UP ISSI management, our IOSA coaches, the project committee, and our prominent speakers for devoting their time and effort in making us fulfill our course objectives. Attorney IV, Legal Officer, Department of Public Works and Highway 'Time well spent' Taking advantage of available and applicable methodologies and technologies, the UP, through the Institute for Small Scale Industries (ISSI), aims to improve the general learning experience of its students by expanding their entrepreneurial skills. [ISSI] employs an effective and efficient means of teaching, accessing and sharing information that fosters an environment conducive for self-directed learning and knowledge and information sharing among colleagues. The 21 Saturdays are considered time well spent.
Despite the busy and hectic schedule, demands from work, family and other matters, my classmates and I were able to find time and make time for this endeavor--to unlearn old routines and learn new ideas on how to become good entrepreneurs. May [ISSI’s] array of resources continue to help future entrepreneurs in the fulfillment of their learning endeavors. Further, may our class, together with our fellow alumni, become instruments of national development through the skills learned from ISSI. Finally, I wish everyone the best and may you find the entrepreneurial force in you. Mabuhay tayong lahat!
Science Research Specialist I, Research Information and Technology Transfer Division Philippine Council for Industry, Energy and Emerging Technology Research and Development Department of Science and Technology 'Greatest gratitude' On behalf of the class of the 36th Strategic Marketing Course of UP ISSI, we would like to express our greatest gratitude and thanks for imparting your knowledge in different strategies and frameworks of marketing. Rest assured that we will apply our learnings in this course in our profession and bring impact to the industry. Maraming salamat! Trade and Industry Specialist, Department of Trade and Industry Region IX 'There were plenty of things I only encountered now' I’d like to express our gratitude to UP ISSI.
I really like this course [Small Business Counselors’ Course 103] because we’ve completely learned the fundamentals of the marketing aspect. Although we’ve also learned much from SBCC 101 and 102, those covered broad topics. But with SBCC 103, we have zeroed in on marketing, and we all know that marketing is the heart of every business. I’ve been teaching marketing in a university but there [were] plenty of things I only encountered now, like the tools, marketing analytics, etc. Indeed, the SBCC 103 offered an in-depth approach to marketing. Our learnings from SBCC 103 have fully equipped us such that we are now more than ready to accept and assist our clients. Sales Trainee, Sevilla Trading Corporation 'We have become good communicators' On behalf of the 17th [Total Communication Course] class, we give our sincerest thanks to our resource speakers and our evaluator for sharing new knowledge and for educating us.
We did enjoy the learning process and we are proud to say that we [have been] good students. I say this because we have become good communicators. We are going to improve more not only in our work but in our daily lives. To all the staff of ISSI, thank you.
Bookkeeper/Administrative Staff, Amnesty International Philippines, Inc. 'Definitely, I will enroll in another training program' During the six Saturdays [of the 17th Total Communication Course], I did not want to miss a class--even when I was not feeling well--because I wanted to complete this course and I wanted to see my classmates, who were very supportive and were very open to share their ideas. I liked the workshops, group discussions and individual exercises, especially the part on oral communication because, honestly, that was my weakness. But all thanks to our resource persons, I really learned a lot. Of course, thank you, too, to the program management team. Definitely, I will enroll in another training program, and I hope to you see you there! Negosyo Center Business Counselor, Department of Trade and Industry - La Union “Equipped with higher level of information” Thank you for being accommodating and responsive to our needs.
We appreciate what you have done in the preparation, organization and the hosting of [Small Business Counselor’s Course 104: Operations Management]. We would also like to thank our lecturer [and] coaches for sharing [their] expertise and skills that helped us improveto help our [micro, small and medium enterprise] clients. The class is very grateful to our ever supportive evaluators for taking time off from [their] busy schedule para i-critique at magbigay ng recommendations and suggestions na makakatulong sa amin at sa enterprises [to critique and give recommendations and suggestions that will help us and the enterprises]. [In the five days we were together], we all showed dedication and eagerness to learn. The training program taught us tools on how to convert materials and labor into goods and services as efficiently as possible to maximize the potential of an enterprise.
Equipped with higher level of information in operations management, I’m sure that we will all make valuable contributions to help our MSME clients. Executive Secretary, Pamantasan ng Lungsod ng Muntilupa “A very meaningful learning experience” I had a very meaningful learning experience and I appreciate all the topics discussed.
It was challenging on my part to process all the information especially the use of statistical tools in measuring quality. It’s like “Oh my goodness, but I did! We did!” On behalf of the [Total Quality Management] class, we greatly appreciate everyone who took part in the 6 days of mind-boggling activities.
To our resource persons, thank you for explaining the concepts and principles, for doing your best to translate them into our own field languages—there were terms that seemed to be foreign but were clearly defined—for patiently accommodating our questions and creatively responding to them and for facilitating the workshops. I came from an educational institution but I find [the course] very useful in my institution. To the program coordinators, thank you for all the reminders and for attending to all our queries and needs. To UP ISSI, thank you for extending your hand to the corporate world and to other institutions like us by providing valuable training. Freelance Writer and Owner, TOSS Travel and Tours 'An opportunity not just to learn but to interact with other people of the same passion' Thank you very much to UP ISSI for giving us this opportunity, not just to learn what is being offered by the course, but more so for the interactions with people with the same passion--not just in selling, but in helping other people.
What I treasure most from this experience is [the realization that we are here] not just to sell but to build relationships and offer other people our help and even our very selves. Ang importante, maging makatao at maging mapagmalasakit [The most important is to become humanitarian and compassionate]. It just goes to show what they value here in UP ISSI. Senior Trade and Industry Development Specialist Department of Trade and Industry 'What an experience!' With the presentation of our in-plant report, we have finally reached the end of this course, [Small Business Counselors' Course] 104. And what an experience!
So many learnings, [concepts], tools, [ideas]--and the best one [was] when we did the company visit. This provided us with experiential learning.
On a bigger spectrum, the course has greatly capacitated each one of us. After all, how else can we effectively assist our MSMEs if we are not capacitated? One thing is certain: When [we] go back to our work assignments [we will have more] knowledge that we can give [back] to our clients.
And with this comes the privilege of knowing and realigning that we have contributed something to their development. Self fulfillment. This is more than enough.
It is therefore with a grateful heart that we would like to say thank you [to UP ISSI].for facilitating this activity [and most especially to the Department of Trade and Industry] for giving this opportunity to us. Provincial Officer Department of Trade and Industry Leyte Provincial Office 'The learnings that we [have] gained will be very useful as we all go our separate ways after this seminar.' On behalf of my classmates in [Small Business Counselors' Course] 101, we would like to extend our heartfelt gratitude first and foremost to [the Department of Trade and Industry] Regional Office.for conducting this activity to capacitate all [Negosyo Center business counselors] in the region on SBCC 101. Special thanks are also extended to team of UP ISSI, who had untiringly shared to us their expertise on this course. The learnings that we [have] gained will be very useful as we all go our separate ways after this seminar to our respective Negosyo Centers and offices. As I reiterate the words of [our resource speaker] Mr. Edwin Pasahol.being a business counselor is our “calling”; thus, we should all respond to this call effectively and heartily.
Thank you so much for the patience and understanding! What you’ve taught us once effectively applied to our valued client, the MSMEs, would absolutely help them to become more efficient and productive, thereby making them grow and most of all.'
